The public’s reaction to egregious misconduct that’s captured on video and then shown, whether it’s through social media or media in general, can very often drive a settlement in that particular case. Sadly, it generally speaking does not change the behavior from the upper brass. Yes, the public reaction, protests, things like that can force a settlement in one particular case to make that case go away. Sometimes it can even force a high up official to make a strong statement about something that may have happened. But the reality of the situation is, it very very infrequently actually changes behavior.
